OTEVŘENÁ PETICE PŘÍSLUŚNÍKÚ BEZPEČNOSTNÍCH SLOŽEK MV

1. Odstranit zpětné diskriminační zařazení služebně mladších příslušníků původně zařazených do služebního poměru na dobu neurčitou a následně do tříleté zkušební doby na dobu určitou a neztěžovat jejich společenské zařazení ( hypotéky, úvěry atd.). Doba určitá bude jen pro policisty, kteří nastoupili do služebního poměru po 31.12.2006, ostatní dle původního rozhodnutí i s dobou určitou pouze na 1 rok.
Navrhujeme 1 rok po dokončení povinného základního vzdělání u bezpečnostních složek.

2. Zrušit odpracování 150 hod. zadarmo. Za jakoukoliv práci přesčas mít buď nárok na náhradní volno za každou hodinu služby přesčas nebo nárok na poměrnou část přiznaného základního tarifu, osobního příplatku a zvláštního příplatku, který připadá na každou tuto hodinu služby.

3. Nároky vyplývající z dnů, které jsou prohlášeny za „Statní svátky“ přiznávat všem příslušníkům bezpečnostního sboru.

4. Kariérní řád na základě vzdělání a praxe.

5. Nesystémové, nedůstojné a nemorální zařazení počtu výjezdů u příslušníků HZS ČR při přiznávání zvláštního příplatku.

6. Neopodstatněné, nemorální hodnostní degradování příslušníků povýšených za mimořádné činy spojené s nasazením života, za odvahu, záchranu lidského života apod. Popření jejich mimořádných zásluh ve sboru především díky nesystémovému ponechání hodnostních označení.. -
Jako povýšení udělit medaili za statečnost společně s navrácením finančního obnosu ve výši hodnostních příplatků dříve pobíraných za mimořádně udělenou hodnost. Pro nově vyznamenané příslušníky po 1.1.2007 stanovit měsíční příplatek.

Navrhujeme ponechat služební hodnosti a zrušit hodnostní označení.

Zavedení oslovení dle služební hodnosti (.. inspektor, komisař atd. ). Změnit pojmenování služebních hodností ( referent, vrchní referent, asistent, vrchní asistent) na pojmenování bližší vojenským hodnostem.

7. Úprava tarifních tříd pro rok 2007, tak aby nedocházelo k finančním propadům u nižších tarifních tříd, ale naopak v každé bylo zohledněno slíbené finanční navýšení.

8. Započítání mateřské a rodičovské dovolené v délce nepřesahující 3 roky do nároků na výsluhový příspěvek

9. Započítat povinnou vojenskou nebo náhradní voj. službu do výsluhového příspěvku.

10. Stále nejsou zařazeny činnosti příslušníků MV v katalogu nemocí z povolání. Je tímto nedostatkem uvolněn prostor diskriminačního posuzování zdravotních problémů příslušníků s neoddiskutovatelným podílem rizika jejich služebního zařazení.

11. Výjimky na vzdělání od 45 let, pokud již tuto činnost kvalifikovaně vykonává příslušník minimálně 10 let. Výjimky na vzdělání neudělovat na vedoucích funkcích.

12.Žádáme úpravu NV č. 104/2005 díky kterému vznikly hrubé disproporce v tarifních třídách mezi příslušníky HZS ČR zařazených ve specifických činnostech a příslušníky HZS ČR zařazené v ostatních činnostech a to bez zřejmé systémové opodstatněnosti náročnosti jednotlivých funkcí a při absenci nezávislého personálního auditu.

13. Přestupky příslušníků bezpečnostních sborů spáchané mimo výkon služby, bude projednávat věcně příslušný správní orgán ( např. obce ). Žádáme odstranění neústavního popření presumpce neviny a diskriminace ve formě zproštění výkonu služby a propuštění příslušníka již při podezření ze spáchání přestupku nebo trestného činu (dopravní nehoda se zraněním, psychická msta manžela(ky) při rozvodovém řízení apod.)

14. Pravidelná valorizace výsluhového příspěvku, tak jako u důchodů.
